If you are trying to use that DVI-to-VGA adapter on your monitor's DVI-D input, that will NEVER work.
Those DVI-to-VGA adapters are intended for video card DVI-I outputs that can also send out an analog VGA signal. You CANNOT use it to connect a VGA signal source to a display's DVI-D input.
